Dan Paulat 16044efbf3 Updating refresh timer logic to be more robust 
- When re-enabling refresh, base new refresh time off existing data when any data is found, not just new data

Supercell Wx is a free, open source application to visualize live NEXRAD Level 2 and Level 3 data, and severe weather alerts. It displays continously updating weather data on top of a responsive map, providing the capability to monitor weather events using reflectivity, velocity, and other products.
